One difference is that you are looking at 2013, and the data I am showing is for 2006. 2006 is sort of the high point, before everyone rushed to get oil consumption down, as a percentage of total energy consumption.

The data I got my information from is the US Energy Information Administration (EIA). I divided energy supplied by oil consumption by total energy consumption, from two different reports in the same series “International Energy” series. The resulting numbers were 37.6% in 2006 (which I showed) and 33.1% in 2012 (the last year available).

I checked with BP Statistical Review of World Energy. They show the bigger countries, including Sweden (but not all of the countries I listed, which is why I didn’t use it as a source). According to them, Sweden’s oil consumption / energy consumption amounted to 33.3% in 2006 and 28.0% in 2013. That is sort of in between.

I expect that part of the difference is in the biofuel category. Every agency varies in exactly what it counts as biofuels. According to your report, something like 23% of your energy is from biofuels. I don’t remember any other country coming out that high in any international report. I looked at BP’s data, and they were giving you credit for 3.7% of your energy from biofuels in 2006. This moved up to 5.6% from biofuels in 2013, but it still nowhere near the 23% reported by the agency you got your report from.

I think what is happening is that the international agencies are mostly missing Sweden’s use of cut trees for fuel in their statistics. This makes Sweden’s per capita energy consumption look lower than it is, in relationship to other countries in international comparisons. It also makes its oil consumption as percentage of the total energy consumption look higher.

There may also be a difference in how (or if) the “Varme” category is included, as well.

There could be other differences as well. For example, are natural gas liquids included with oil or with natural gas? It is usual to put them in with oil, but moving them to natural gas would change the percentages.
